Pathfinder International is dedicated to creating access to and improving the quality of family planning, reproductive health, abortion, and community- and facility-based HIV and AIDS care and services. In partnership with host country governments and nongovernmental organizations, we train facility-based health care providers to improve both the quality and range of their technical and counseling skills. Facility-based services are further improved through provision of equipment and facility renovations. We mobilize communities to advocate for quality services and improve access through trained community-based volunteers. Pathfinder improves youth’s access to health care by creating youth-friendly services and training peer educators to promote them. In each project, Pathfinder works with our partners to improve both their management and program implementation capacity. Through all that we do, Pathfinder strives to empower women, men, adolescents, and communities to make choices and create environments conducive to healthy reproductive behaviors.
The IFPI project (Improved Family Planning Initiative) is a 5-year project to be implemented in Sofala, Nampula and
selected districts of Zambezia province in partnership with N’weti Comunicação para Saúde, Mulher Lei e
Desenvolvimento (MULEIDE), Núcleo Das Associações Femininas Da Zambézia (NAFEZA), Coalizão, Abt Associates, and Population Services International (PSI) with the objective of improving women’s maternal and child health by increasing the use of voluntary FP services
Position Purpose (Provide a brief summary describing the primary function and general purpose of this position.)
The Monitoring and Evaluation Officer reports to the provincial M&E team leader and to the Provincial Coordinator and has the responsibility for the implementation of the project’s monitoring and evaluation plan and data collection system to measure overall project performance against established goals and objectives. Also it is the person responsible to ensure preparation of the data for the district quarterly reports and annual reports for the IFPI project.
Key Responsibilities (Describe the major duties and responsibilities of this position in order of importance.)
• Support the implementation of the monitoring and evaluation systems for IFPI district level according to
Pathfinder M&E standards.
• Support the implementation of data collection tools, implementation of project surveys and other data collection tasks
• Support implementation partners in all steps of the M&E
• Ensure proper use of the Commcare by activists and mentors.
• Support the implementation and verification of SIGLUS and other applications that are being supported by IFPI
• Support regular data collection with all implementing partners.
• Assists all project district coordinators, project officers and community partners in the preparation of the quarterly reports

•      Manage production of district data to meet all reporting requirements including quarterly and annual reports, research, technical reports, presentations, etc.

•    Ensure that all data are up to date and ready for immediate use in the IFPI project aggregate database

(DHIS2)

•      In collaboration with the team leader, provincial coordinator identify best practices and help document them to be shared among Pathfinder and partners

•    Provide technical assistance to program teams and partner organizations

•    Provide technical support to strengthening M&E systems district level

•    Provide and/or support M&E training for IFPI team and partners as appropriate at district level.

•    Analyze the degree of data reliability by performing routine data quality assessments (RDQAs)

•    Assists IFPI team as needed by performing other duties as requested.

Basic Requirements (Describe the experience, knowledge, skills, expertise, education, licenses and/or certifications, and specific computer/technical skills required to successfully perform in the position. Candidates must meet basic requirements to be considered for this job.)
•      At least pre-university degree in social sciences and information science or related field, or equivalent experience required

•      Minimum 3 years’ experience in progressively responsible in the monitoring and evaluation of development projects is required

•    Experience in monitoring, evaluation and information of health and reproductive health projects.

•    Experience in monitoring the design and use of data quality assessment tools – RDQAs

•    Experience in data analysis and reporting

•    Experience of identifying success stories and or documenting best practices

•    Knowledge in using Commcare

•    Domain of dhis2 as a simple user

•    Can use properly software packages, such as MS Word, Excel, PowerPoint

•    Knowledge and/or experience in the development and management of databases.

•    Excellent verbal/written communication skills.

•    Fluency in spoken and written Portuguese.

•    Motorcycle driving license

•     The M&E Officer will be based at project districts, with frequent supervision visits to administrative posts and localities.

Preferred Qualifications (Describe any preferred qualifications including additional experience, education or other job related skills.)
•    Experience in data collection for surveys or qualitative research

•    Knowledge on use of any statistics software package

•    Knowledge and/or experience in the development and management of databases.

•    Intermediate English is desirable
